This should be the rule for everything. If you’re in a taker state that runs a deficit you don’t get to talk about economic policy. Bottom ten in schools, shut up about education.

All federal agencies are currently underfunded because Congress’ continuing resolutions aren’t providing a full operating budget, just enough to cover payroll and essential services.
I’m in the VA and we haven’t had a full budget for 2 years. We’ve been mandated by Congress to support a large number of additional veterans and continue some other technical activities regarding modernization that we have been *directed* to perform – but are not fully funded.
To sum up: we have work to do and not the funds to do it, all because Congress is run by a bunch of poop-flinging monkeys.
