No one: I fucking despise the “no one:” meme template, it’s always wrong. In this case the boundaries were explicitly and intentionally laid out this way, by specific people.

Fun fact, Colorado has 697 sides not 4. When Congress laid out the terms for the state’s boundary, they used longitude and latitude lines as the border. While latitude are parallel, longitude lines intersect at the poles, meaning you cannot have parallel sides for the state. This coupled with errors made by the survey teams, caused Colorado’s eastern and western borders to be set more in a zig zag than a straight line.
