The city never created an app for human waste, IIRC there was someone who made an app named snapcrap 5 or 6 years ago as a kind of joke. This image specifically aggregates like a decade of 311 calls for human waste removal, so this isnt just a couple of days of reports, rather close to a decade of them.
I lived in SF for close to a decade and always plan on returning there at some point, I could probably count the number of times I saw shit on the street on one hand but I never spend a whole lot of time in downtown where the homelessness problem is much more in your face.
And mind you, its not just SF that has this homelessness issue, its pretty much every major city in the country now because pretty much every US city is running into affordability crises, especially since the pandemic. SF is just a popular scapegoat because, well, its SF and the city is a little weird.
