This was his modus operandi as a New York builder. They would hire someone to do, say tile in the baths in a hotel they were building, for $900k. When they finished, the Trump organization would say, “Well, we don’t like the finish on the counters, so we are deducting $200k.” When the contractor protested they would say, “The contract allows deductions for work improperly performed. If you disagree, sue us.” Knowing that pursuing a lawsuit would run into the $50-100k area with no guarantee of winning, contractors would just write it off. $200k saved no effort! Cheating and lying and taking advantage of people is the soul of Trumpism.
