The “new” design was created in 1931 by Laura Fraser, meaning the design is just as old as the “old” one. The “new” design was the recommended design for the new 1932 quarter to mark Washington’s 200th birthday, but Treasury Secretary Mellon ultimately selected the left-facing design by John Flanagan.
