Is it vitiligo? With pale skin – you might see it or not. I have vitiligo, and I have patches that turn white and brown hair depending how much sun I get.

Used to surf – moved to a country where it is no longer possible – but before that my hair became bleach blonde each summer in the harsh UV Australian sun + salt water. Got asked all the time if I dyed by hair. I have dark blonde hair already so it’s not so much bleaching, but even friends with dark brown hair would have blonde/white tips at the end of summer if they didn’t cut it regularly. Surfers often grow their hair out as you might have noticed.
So probably you are getting a lot of sun based on the freckles on your face and for some reason your eyebrows tend to bleach. Probably because the ones that bleach are already of a light colour and eyebrow hairs stay on your face for 3-4 months at a time so get plenty of sun exposure. Unlike your head hair which most people cut on average every 4 weeks.
Spending a lot of time in pools / ocean / water / on concrete /reflective surfaces bleaches them faster because the UV is reflected.
When I grew my beard out it also got lighter in colour from surfing in certain patches because my beard is not uniform in colour, which I would guess is the same for your eyebrows. Some hairs are lighter than others and quickly bleach.
