FYI that’s Peter Wyngarde as Jason King, he predates Murder She Wrote by a few years, he’s an author who’s also a bit of a detective. King manages to get into various situations while travelling to research his books. Mike Myers credits him as the inspiration for the dress sense of Austin Powers.

Instead of social programs for the struggling and homeless living out of cars we just advise them to get a gym membership

Probably combing in just for men before a half hour work out, and then washing it out with their shower. I have to admit, that is some impressive time efficiency… if you ignore the stained public shower floor.
