    1. People learning English might want to add quotation marks to their courses and learn how to use them

      Before “was” was “was”, “was” was “is”.

      Now, it might still be confusing, but it basically states that if at some point of time in the past there was a statement with “is” then that same statement now would be written with “was” instead.
