Setting up a system of aid for emergencies, and then being angry that this system which your taxes go to suddenly and mysteriously doesn’t have the funds to give help when an emergency occurs isn’t asking for socialism.

Why not total up all the money which was collected (take) in Federal taxes over the last year and then give that back to the state from which it was taken.

Disaster relief isn’t socialism. Social welfare isn’t socialism. Socialism is when the state controls allocation of goods, resources, labor and there’s minimal free enterprise or property ownership.
