1. If you have a internal combustion engine start your car.
2. Open hood, remove oil dipstick. Insert end of dipstick into exhaust manifold or just jam it in a place where the tip is touching the exhaust manifold.
3. Wait ten minutes.
4. After 10 minutes, remove dipstick and slide it under the barnacle until it hits the rubber suction cup and press gently to melt a hole in to release the suction.
5. Remove barnacle and throw in trash or dumpster.
6. Replace dipstick in engine.
7. Drive away.
If you are driving a EV you can do the same if you have a old style radio antenna, or simply borrow one from a nearby car that has one. But you’re going to have to heat it somehow, I would suggest a low cost small creme bruelee torch via Amazon or nearest high end Bodega.
Turn on your windshield defroster on full heat and let it sit for fifteen or so minutes.
Then just grab something slim and sturdy and slip it under one of the corners, it’ll peel right off.
Side note, they’re actually really easy to disassemble once removed.

tese are so easily removed it makes me wonder why they even bothered making them when towing it is a much more viable option

Yes, it is easy to remove the barnacle, but wont be easy to avoid the fine for destroying and remove gouvernement Equipment !! ONCE they apply the thing, they Take pictures of your car and numberplates. Then (( I am not 100% sure.. but )) they activate movement sensor and GPS .
And you will recive a far higher fine !!
