Meme does not apply to all countries or at all times, point is though America has had a history of rebuilding nations it has fought against, especially in the 20th century. Though that’s not to say it was done out of good will or not to further other interests, but either way it did help rebuild or simply help some nations it fought against.
The Marshall plan is the most famous, here the united states gave economic assistance to European nations to re industrialize their nations and prevent the spread of communism.
In Japan after world war 2, the entire country was devastated after the war, the naval blockade and air raids had done tremendous amounts of damage to the country that even high ranking officers were surprised by the level of damage after occupying the country. Malnutrition was very widespread for many years after the war. Instead of the Marshall plan the occupational government used a program called GARIOA that would provide loans and grants were given the Japan to help rebuild the nation and help the ongoing food shortage. One major difference instead of the Marshall plan was that instead of re-industrializing Japan the program actually sought to de industrialize Japanese industry.
GARIOA was also applied to Germany as well with the same goal of only being used for food and farming and nothing to do with critical industrial uses.
**I could go on and on about nation building but one other point I’d like to make is about a war the USA lost.**
After the United States left Vietnam, the war entered it’s final stage and in no time at all South Vietnam fell. Over a hundred thousand people fled the country in fear of the retribution by the communists, the US conducted Operation New Life which gathered funds to help resettle and process Vietnamese refugees to the US. Most were brought to Guam to later be brought to the United States. Anyone who was left behind in south Vietnam didn’t meet a favorable end; while there were no mass executions, there was repression in the form of unfair land distribution, imprisonment, torture, and reeducation. This issue would eventually result in over 1-2 million people fleeing South East Asia to go to surrounding Asian nations, most ended up in the United States.
While Vietnamese people were the biggest demographic, many groups from Laos, most notably the Hmong people who were allies with the CIA against the Pathet Lao who treated the Hmong people with contempt and violence, fled as well. Over 40,000 people fled into Thailand, settling into a refugee camp. There was hesitation to resettle the Hmong people as there were doubts of assimilation but eventually lobbying groups convinced a policy changed and thousands resettled into the United States.
