I’m confused about the counts. Like, why is it the 3rd? Do we treat the Western and Eastern as the natural extension of the 1st Roman Empire? So the HRE is the 2nd – how can we have a 2nd when the 1st still exist? If the HRE doesn’t count and that ERE is the 2nd, why doesn’t WRE count? Despite its short span, it does have the same origin with ERE? I mean, the Third Rome as a conception surrounding cities is still easier to manage, Rome->Constaniople/Istanbul (which will make the Ottomans an extension of the 2nd Rome, I know, weird)->Moscow (it’s a Russian theological conception after all), a city either counts or it doesn’t. But the Third Roman Empire… I really don’t know, any Roman citizens mind explaining?

Mehmed II just claimed a name, and that is about it. There are no legal rights attached to a mere claim, especially when said claim is based on the name of an office of a state whose effective control and legitimacy your state has ousted from the territory you control. Really, it is as if Nazi Germany conquered and annexed France in 1940, not allowing its statehood to survive through the Vichy Regime, and Hitler declared himself not just Chancellor of Germany, but also President of France.
My point is, it is not different from if someone declared themselves as “Emperor of the Moon”. That does not change the legal status of the Moon, nor does it really make them really such a thing. It is simply an outlandish claim.
