    1. This may have been brand new. In 1888, Kentucky passed the Common School Law, which established a statewide school system.

      While the literacy rate in the U.S. was relatively high, the rural areas were often poorly served. The U.S. literacy rate was approximately 80% in 1875. However, literacy among blacks was only about 20%.
