When I was growing up in the 50’s, we had actual institutions to house this kind of person and offer at least some medical attention. A fair number of homeless people probably should be under care in some way.

A 25-year-old pharmacist here in Australia tragically died after ingesting ectasy and MDMA at a music festival. If a pharmacist can’t understand the risk of illicitly obtained party drugs, then how do you expect kids to?
