This sign 100% is increasing the number of people who lets the cat in. If a person walks in the library and there is a random cat at the door, there is a good chance the person will not let him in. But with this sign? I bet Max is walking in/out like he owns the place.

I actually know the family who owns Max and have met him — he is a sweet boy! Evidently there were some library patrons and/or employees with severe cat allergies, so as much as the library loved him, they had to make sure everyone was safe.
ETA: Max now goes on walkabout on a leash with his people. He greets people and generally owns his world.
