Although US occupation authorities banned fraternization between their troops and the local population, they used the motto "copulation without conversation (rape) is not fraternization", which was even "joked" about by a NCO whose men committed these crimes.

    Not all US soldiers (and Soviet ones for that matter) who committed crimes against civilians during the Allied occupation after WWII were punished, especially if they were white, since more black soldiers were executed for rape than white ones.

    Although the Axis powers were undisputably evil, rape against noncombatants was carried out in Germany and Japan by the victorious Allies postwar.
