      I don’t know much about this but I recall Napoleon making the duchy of Warsaw a puppet state with a large degree of autonomy while Alexander crowned himself king of Poland

      First of all, it was Great Britain, not Russia, which pushed for this solution at Vienna and the problem Poles had was not about having no separate foreign policy, but about king/tsar breaking the constitution, destroying the Napoleonic spirit of the army and not enlarging the Kingdom eastward with time “as he sees fit”, like he had promised.
