They were friendly, sure. Reagan even attributed Gorby to being the reason why the USSR ceased to be the evil empire.
But for actual friendship, look no further than George Sultz, Reagan’s sec of state and Eduard Shevardnadze, Gorby’s foreign minister, who bonded over an official trip and became fishing buddies, continuing to visit after they left their respective offices. Shevardnadze eventually became president of the newly independent Georgia, and Sultz visited his friend while he was in office, and after leaving.
